- 1 tbsp sugar
- ¼ tsp salt

Instructions
- Peel and chop the potato into chunks, then steam for 10-15 minutes until soft.
- In a mixing bowl, mash the steamed potatoes and combine with rice flour, sugar, and salt until well mixed.
- Scoop out the dough, roll into balls, flatten them, and place shredded mozzarella in the center. Wrap the dough around the cheese tightly.
- Heat oil in a pan over medium-high heat. Cook each hotteok for about 10-12 minutes on both sides until golden brown.
